Do You Need a Permit for an EV Charger?
For a plug-in charger on an existing outlet, usually not. For anything that adds or alters a circuit, almost always — and the permit is the cheapest part of the job by a wide margin.

The short version
Plugging a portable charger into an outlet that already exists is using an appliance. No permit attaches to that.
Everything else — adding a 240V circuit, adding or relocating a NEMA 14-50 receptacle, hardwiring a unit, touching the panel, running a feeder to a detached building — is electrical work, and electrical work is permitted and inspected in essentially every US jurisdiction. DOE’s own infrastructure guidance puts it without hedging: the work must comply with local and state codes and be completed by a licensed electrical contractor, and site hosts should determine inspection requirements and their impact on the project timeline.
The rules themselves are local. What your authority having jurisdiction enforces — which edition of the code it has adopted, what its fees are, whether it inspects on site or by photograph — is a local question with a local answer, and any article giving you a single national rule is guessing. What is consistent nationally is the shape of the process, and that is what this page covers.
What the permit is buying you
It is easy to read a permit as a tax on doing a thing you were going to do anyway. It is more accurate to read it as a second pair of eyes on a 50- or 60-amp circuit that will carry near its rating for eight hours a night for the next decade.
It verifies the sizing.NEC Article 625 treats EV charging as a continuous load, which is why the circuit is sized to 125% of the charger’s draw rather than to the draw itself. This is the most commonly fudged detail in an unpermitted install — a 40-amp charger put on a 40-amp breaker looks fine, works fine, and is wrong. An inspection catches that; a working charger does not.
It verifies the load calculation. The question of whether your existing service can carry the new load is not answered by whether it trips. It creates a record. This is the underrated one, and it is the reason the two costs of skipping the permit both arrive years later.
The two moments it comes back
Rebates and credits.Utility rebate programs and incentive claims commonly want documentation — an itemized invoice, and often the permit and inspection record — before they pay. It is a poor trade to save a modest permit fee and forfeit a rebate that is frequently a multiple of it. Selling the house. Unpermitted electrical work is a standard finding in a survey and a standard disclosure question. At that point you are negotiating with a buyer who has just been told the 60-amp circuit in the garage was never inspected. The remedy is a retroactive permit, which is more expensive than the original would have been, because work that has been closed up may have to be opened again to be seen.
What it does to your timeline
Set expectations here, because this is where the frustration lives. The electrical work on a straightforward Level 2 install is often a single day. The permit and inspection cycle around it is not, and DOE is explicit that additional time may be needed — the process can require a site installation plan and approval from fire, environmental or electrical inspection entities.
Practically, that means the useful question to ask an electrician is not “when can you come?” but “what is your typical permit turnaround with this authority, and does your quote include the fee?” A contractor who works in your area every week knows both numbers. Get them in writing on the quote so the fee does not appear later as an extra.
DOE also advises engaging the utility early. Some want notice of a new large load, and some run EV rate plans or rebate programs you can only enroll in around the time of installation. How to make the process boring
Decide the charger before you apply. The permit describes a circuit, and the circuit size follows from the charger. Switching from a 40-amp to a 48-amp unit mid-process moves you from a 50-amp circuit to a 60-amp one, and that is a revision. Keep everything in one folder.Permit, inspection sign-off, itemized invoice, the charger’s own documentation. That folder is worth real money at both of the moments described above, and assembling it takes five minutes on the day.

If you are plugging a portable charger into an existing, correctly-installed 240V outlet, you are using an appliance and there is generally nothing to permit. The permit question attaches to electrical work — adding a circuit, adding or moving a receptacle, hardwiring a unit, upgrading a panel. If the electrician touches the panel or the wiring, expect a permit.
What does the electrical inspector actually check?
Broadly, that the installed work matches the code your jurisdiction has adopted and the permit that was issued: conductor sizing for the load, breaker sizing, the wiring method and its protection, grounding and bonding, the disconnect arrangement, and that the equipment is listed for the use. Under NEC Article 625, EV charging is a continuous load, so the circuit sizing at 125% of the draw is one of the specific things being verified.
How much does an EV charger permit cost?
It varies by jurisdiction and we will not publish a national figure, because permit schedules are set locally and change. What we can say is that in every quote we have seen it is a small line item relative to the labor and materials — and that where a permit is genuinely expensive, it is usually because the scope includes a service upgrade rather than because the permit itself is dear. Ask your electrician for the specific fee in your area; they file them weekly and will know.
What happens if I skip the permit?
Nothing, usually, until one of two moments. The first is a rebate or tax credit claim, where the paperwork is frequently required as evidence. The second is selling the house, where unpermitted electrical work surfaces during a survey or disclosure and turns into a price negotiation or a retroactive permit — which costs more, because the work may have to be opened up to be inspected. There is also an insurance dimension after any incident.
Can I install an EV charger myself?
DOE's guidance for charging infrastructure is that installations must comply with local and state codes and be completed by a licensed electrical contractor. Some jurisdictions permit homeowner electrical work on their own residence and some do not, and even where it is allowed the work still has to be permitted and inspected. Given this is a 50- or 60-amp continuous-load circuit, we would not treat it as a DIY job on cost grounds alone.
